Project 2028 Policies

Building an America To Can Be Proud Of

Project 2028 is not Republican or Democrat.

We believe government should work for ordinary Americans, protect democracy, reward hard work, and leave the country stronger for the next generation.

Every policy we support is guided by one question:

Will this make America more honest, more prosperous, and more united?

Every policy is also measured. Americans deserve results, not promises.

1. Restore Integrity to Public Office

The Problem

Trust in government has fallen as ethics scandals and conflicts of interest have increased.

Our Policy

  • Ban members of Congress from trading individual stocks.
  • Require comprehensive financial disclosures for senior elected officials.
  • Strengthen independent ethics oversight.
  • Increase penalties for corruption and abuse of office.

Success Measures

  • Annual public trust in Congress and federal government improves by at least 15 percentage points.
  • 100% compliance with financial disclosure requirements.
  • Ethics investigations completed within 12 months on average.

2. Restore Constitutional Balance

The Problem

Power has increasingly shifted toward the Executive Branch.

Our Policy

  • Strengthen Congressional oversight.
  • Tighten emergency powers.
  • Increase transparency of executive orders.
  • Reinforce checks and balances.

Success Measures

  • All national emergencies automatically reviewed by Congress within 30 days.
  • Public reporting for 100% of executive orders and emergency declarations.
  • Independent constitutional review every four years.

3. Make Home Ownership Achievable Again

The Problem

Too many working Americans cannot afford to buy a home.

Our Policy

  • Encourage construction of new housing.
  • Reduce unnecessary approval delays.
  • Support higher-density housing near transport.
  • Focus assistance on owner-occupiers rather than speculation.

Success Measures

  • Increase annual housing construction by 25%.
  • Reduce median planning approval times by 50%.
  • Improve the national house-price-to-income ratio by 15% within ten years.
  • Increase first-home buyer participation annually.

4. Affordable Healthcare

The Problem

Healthcare costs place enormous pressure on American families.

Our Policy

  • Transparent medical pricing.
  • Expand preventive healthcare.
  • Increase competition.
  • Reduce prescription drug costs.

Success Measures

  • Reduce average out-of-pocket healthcare costs by 15%.
  • Increase preventive screening participation to 80%.
  • Reduce medical bankruptcy filings each year.

5. Invest in America's Future

The Problem

America underinvests in long-term prosperity.

Our Policy

  • Increase research funding.
  • Modernize infrastructure.
  • Strengthen energy resilience.
  • Expand advanced manufacturing.

Success Measures

  • Lift national R&D investment above 3% of GDP.
  • Complete 90% of federally funded infrastructure projects on schedule.
  • Increase domestic advanced manufacturing employment.

6. Reward Work

The Problem

Many families work hard yet struggle financially.

Our Policy

  • Affordable childcare.
  • Skills training.
  • Apprenticeships.
  • Simpler taxes.

Success Measures

  • Increase workforce participation.
  • Reduce child poverty.
  • Increase apprenticeship completions by 30%.

7. Education for Opportunity

The Problem

Too many students leave school without the skills needed for modern careers.

Our Policy

  • Improve literacy and numeracy.
  • Expand vocational education.
  • Strengthen STEM.
  • Reduce unnecessary student debt.

Success Measures

  • Improve national literacy and mathematics outcomes.
  • Increase vocational education enrolments by 25%.
  • Increase STEM graduates annually.

8. Protect Democracy

The Problem

Confidence in elections has declined.

Our Policy

  • Secure elections.
  • Transparent election administration.
  • Protect election workers.
  • Modernize election systems.

Success Measures

  • Independent audits completed after 100% of federal elections.
  • Reduce average vote-count reporting times.
  • Increase public confidence in election integrity.

9. Safer Communities

The Problem

Americans deserve communities that are both safe and fair.

Our Policy

  • Support effective policing.
  • Expand mental health services.
  • Invest in prevention.
  • Reduce violent crime.

Success Measures

  • Reduce violent crime by 20% over ten years.

10. Responsible Government Spending

The Problem

Government should spend taxpayer money carefully and transparently.

  • Focus on value for taxpayers.

Success Measures

  • Publish annual public performance scorecards.
  • Reduce identified waste each year.
  • Increase the percentage of major projects delivered on time and on budget.

11. Immigration That Works

The Problem

America needs secure borders and an immigration system that functions effectively.

Our Policy

  • Secure borders.
  • Faster legal migration processing.
  • Modern visa system.
  • Efficient asylum processing.

Success Measures

  • Reduce average legal visa processing times by 50%.
  • Resolve asylum claims within 12 months on average.
  • Improve border security performance while maintaining legal due process.

12. American Leadership

The Problem

America's influence depends on economic strength, trusted alliances and innovation.

Our Policy

  • Strengthen alliances.
  • Invest in defence.
  • Support innovation.
  • Promote democratic values.

Success Measures

  • Increase strategic technology investment.
  • Expand research partnerships with allies.
  • Maintain America's position among the world's leading innovation economies.

Our Commitment

Every policy will be reviewed publicly.

Every success measure will be reported annually.

If a policy isn't delivering results, we'll change it.

Government should be judged by outcomes, not speeches.

Project 2028 believes accountability shouldn't end on election day.
